No, the inch marks on the tape run a bit bigger than an inch.

It is a cotton twill fabric, approximately 1/2 to 3/4 wide. Sorry I don't have the product in front of me for exact measurements, but i used this as the drawstring when making fabric project bags and it was perfect!

No, the ruler motif is only printed on one side of the twill tape.
